The safe ground
Material you made, material released under a Creative Commons licence, and public-domain archives. Archive.org, Wikimedia Commons and NASA hold an enormous amount of it.
The grey middle
Keeping a copy of something you could stream freely, for your own later viewing, sits in a space many jurisdictions treat leniently and platform terms often prohibit. Both facts are true at once.
The bright line
Re-uploading, selling or publicly sharing someone else's video is where the serious risk lives, nearly everywhere. If you wouldn't put your name on it publicly, don't.
