Resolution is the most quoted number in video and the least useful on its own. Bitrate is what decides whether those pixels look like anything.
The arithmetic you need
Divide the listed file size by the duration. If the 4K rung is only slightly larger than the 1080p one, it's a thin 4K — take the smaller file and lose nothing.
Content changes the answer
A talking head holds up at low bitrate. Sport, gaming and handheld camera work fall apart, because every frame is new information that has to be encoded.
A default that rarely disappoints
1080p at a healthy bitrate beats a starved 4K on every screen smaller than a television. Reach for 4K when you'll project it or edit it.
